JUVENILE JUSTICE: EVERY FAMILY SHOULD BE UNDER OBSERVATION

300 thousand children have been separated from their families in Russia during the recent years! And only 38% are returned to home during the year.

 In society the notion of violence, not specified in legislation, has become so widely understood that guardians began to consider themselves free to intervene in any family.

This problem is becoming more and more urgent from year to year, and it is covering many countries all over the world, and Russia isn't an exception. I have seen that this topic is well described in Steemit by @canadian-coconut, @samstonehill and some others, and I'd like to attract the attention to it, giving some information about Russian reality.

For today, it is possible to take a child (children) from an average family for the following reasons:

  • the child was not vaccinated in time
  • housing in emergency condition
  • apartment needs repair
  • apartment is being repaired
  • presence of pets in the house
  • amoral behavior
  • untimely visits to doctors in a children's polyclinic
  • Toys and garbage are scattered on the floor
  • the lack of children's toys in sufficient quantities
  • the child plays with foreign objects instead of toys
  • the child does homework like: washes dishes, sweeps and washes floors, erases, etc.
  • the child is in the kitchen with his mother in the process of cooking
  • the child often and loudly screams and cries

According to this list, ANY normal family can be under the pressure of social workers!

The methodological recommendations of the Ministry of Education and Science of the Russian Federation describe children who may have been subjected to cruel treatment: they often lag behind in growth, mass; laugh less, have bad marks at school; they have "bad habits": sucking fingers, biting nails; they have swollen, "sleepy" eyes, pale face, disheveled hair, untidiness in clothes and other signs of hygienic neglect - pediculosis, rashes, etc.

Is it possible to determine cruel treatment on such grounds?

the system of denunciations makes the situation even tougher. Employees of kindergartens and schools are instructed to monitor the children and report on the smallest non-standard cases: the child is upset, or came to the garden with a bruise. But they are children! They can have a bad mood and can fall and get bruises!

The system works in the following scheme: First, the child is illegally taken from his or her own family. The cause may be poor living conditions, lack of repair, lack of products or debts for housing and communal services. In this case, the guardianship authorities in 90% of cases do not inform parents of their rights and do not provide results of the examination of the dwelling. Then the child is placed in temporary structures: orphanages and other social institutions, which are financially supported by the state.

The juvenile system makes children become "material", which brings revenue. Since 2015, about one trillion rubles are allocated annually to the social service sector. This money, according to a member of the Federation Council, is sent to the opening of institutions that replace the family.

My friends told me the case that took place not so long. A 3-year old baby was taken away from the family just because of... scratches on her arm! The reason was in bathing: a girl was about to fall, and mom grabbed her to prevent it, so mom's nails left these prints on the baby's arm. 
The next day teachers from the kindergarten called to the authorities... They couldn't find the reason to take a girl away from the family at once because it was  a happy normal family, but they kept them under pressure more than 2 weeks, coming to their house almost every day. At last they took a baby away, giving a reson that they need to clarify all life conditions their family had! 
It happened in March. More than 5 months the family were struggling with social workers. Lawers, courts, claims, police...it was just hell...and I can't imagine what this parents felt...what that baby felt... Only in September parents won this struggle and returned their angel to home...

It's worth mentionig that such cases depends much on whether local authorities support juvenile laws. Unfortunately, today  there are regions in which the identification of family troubles, the search for signs of ill-treatment of a child from the family is put on stream...

are using "Child Protection Agencies"
to take children away from loving families
and place them in foster care or group homes
or put up for adoption.

Child protection is important in any society but it seems Russia has gone too far. Some of the criteria are crazy, mainly those at the end of your list. In the UK there are not enough social workers so sometimes they do not intervene when they should. We need a happy medium between the Russian big brother and the UK lack.

it happens rarely now, it's the only relief for now, but it makes people shiver because when they pay attention to a family, they will use any unbelivable reasons to make their duties...

There is a common theme of destroying families, and therefore family values that transcends nations. Thank you for bringing the problem in Russia to light, it is eerily similar to this "free" nation.

A very serious issue in the usa as well. Sometimes of course an intervention is warranted but many times it is not.

It is a very LARGE subject which leads us once again into the areas of big money and governmental control.

I can tell you that is a fact that there are many times when the abducted child(ren), end up in situations many times more harmful than the ones they have been "rescued" from.

When I was 6 years old and living in a foster home I witnessed my foster brother, traumatized by an assault perpetrated upon him by both foster parents acting together. My foster brother was also 6.

your story makes me imagine what if it happened to our family? Can we accept it?why should there be a rule that separates the child from his mother? hopefully the mothers there managed to fight for custody of their own children.

it's hard to imagine..separation a baby from his mom is the worst that can ever be

I never thought there was a law of separating babies with their mothers in other countries.
