Practically, physicians are middle management bureaucrats, with surgeons being the technical bureaucrats, of a vast health delivery system. Bored bureaucrats in a system supposedly designed to "save lives," may cause cognitive dissonance in these pediatricians' identity to seek out crises everywhere.
