basically all this depends on the government, finally they are the ones who decide, in my country is not allowed education at home, so in itself it is a crime, no one attaches it therefore it is not allowed to the boys who do not attend the formal education, enter the university

That is definitely a problem. I am writing from an American background, but this does apply in some countries, albeit not all of them.

It depends on how far you will go to not allow for government overreach. Some move to country with less restrictions and some disobey those mandatory attendance laws. It was illegal to homeschool for a few years in the 80's in the US. Many parents chose to still homeschool and even went to jail because they thought there freedoms were important enough to disobey the government.
