Where do you think CPS and The foster System falls under?

I think CPS has elements from both 3 images, but picture 3 is definitely almost 100% descriptive of the Corrupt Child Protective Agencies.

Sadly, the government and CPS sees our children as commodities!. as means to an end!. They have forgotten that our Children are the people who would define the future.
Why tear innocent families down and throw children back at the world after victimizing and ruining their lives with all manna of stigma, trauma, mental degradation and brokenness?
