Block funding in Manitoba
Manatoba is switching from the variable model of funding family services... funding based on how many kids are in the foster system... to the block model... which is a flat amount that doesn’t change.
Both models have their problems.
The first model is a problem because it causes the ministry to grab more kids to steal kids so they can have their budget boosted. It’s an incentive to take kids.
The second of a flat fee is that the ministry is using it as an excuse to cut the budget in half, which in itself is going to cause people to overlook the kids that are in the system not getting the help they need to eat and have shelter.
This is just going to lead to another situation of kids falling through the cracks, those that should be at home with their parents... ending up loving o the street or killing themselves in unsupervised motels like they do in British Columbia.
None of this changes to the model that’s needed... kids staying at home with help from the government to keep afloat so they don’t end up in a dangerous situation.
