All kids must attend schools, private or state ones - no matter, but only schools. Moreover, any absence of a kid at school is punished by penalties for his parents - 150 euro for 1 day!
That is, in case you don't enroll your kid at any school.
Then it can be a prison for a week, and then CPS will come to you, and you can lose your kid forever.
Home schooling should always be an option. That's because sometimes homeschooling is the best option in a bad situation. In Finland, for example, some school buildings have had serious problems with indoor air quality problems resulting from moisture damage in the structures resulting in the impossibility of going to school for some pupils. In the small town of Akaa, for example, a group of parents took their kids from school as a protest against the municipality. Pupils who have been absent larger than normal numbers of hours per term from school because of health problems caused by poor indoor air quality have been reported to the local CPS. Source
Home schooling is legal but rare in Finland. It can be the solution in a situation where a child cannot attend any school in his/her municipality.
