My mom was a public lawyer for many years working in some rough areas. She contracted with the state and mainly represented kids who were taken by social services. She would tell me stories that relayed her frustration with "the system" and stories of neglect. There was an underlying theme with these stories -- Parents live in poverty and are entangled with drugs & alcohol. The State then swoops in to take the kid(s) and basically make the argument that parents don't love their kids. Their logic is that a parent who does drugs or alcohol can't love their kids, because any loving parent wouldn't do that. However, this is rarely, if ever, the case. Parents fight the court resiliently within their power. But, when you're a minority and live in poverty, making a strong appearance before the judge is tough for so many reasons. Most of these parents could benefit from quality rehabilitation programs and just a small bit of rehabilitation would go a long way. But, the State usually doesn't offer quality rehabilitation programs, so they are left on their own. When you put people in poverty and strip them of fundamental necessities it is unjust to punish them for failing to reach capacities that have been forcefully taken from them.

Then the parent, especially mothers, suffer terrible emotional and mental anguish from losing their children, and are often diagnosed with mental illness and used as an excuse to not return their children. Such a terrible, corrupt system. Any decent, moral person should REFUSE to participate in the foster care system.
