Utopian relied fully on the delegation from Steem inc (and 1 other big player) for their revenue. They have realised this is a huge treat to them and are looking for other revenue streams. It's just smart.

You are right when you say Steempower is a great tool to reward anyone that adds value to Utopian but it can't be the business model to use to pay for everything.
