NO. It is great to get STEEM listed on as many exchanges as possible, but Netcoins is an OTC exchange. They will never compete with the trading volume of market exchanges. Paying the money will be a complete wast of funds. Money is better spent on a non OTC exchange.
Oh really. That is an interesting point of view. But since Netcoins it is so big don't you still think that it would be worth it to be listed there? Or you think it is only worth it if we get it for free??
