I honestly think ETH is developing a bad rep for all the hacks that are going on and all the Scam ICO's ETH was suppose to be the modern day to BTC wild west but there seems to be more trouble with ETH than BTC.
I guess so, though BTC scaling issues is not resolved yet, BIP91 signalling is not enough for preventing chain split, there is still uncertainty, In this situation, both top 2 crypto's has issues, I don't know which one is the biggest problem, the Bitcoin or ETH, anyways, lets see how market reacts !
I think ETH because all the problems BTC has and all the problems of the past it still manages to rise in price so think about when all the issues are updated.
