Stuff like this happens all the time in crypto finance; there are "pump-and-dump"-schemes as well as "short-and-crash"-schemes going on all the time. It is very likely that such news are pushed out by someone holding a short-position. I don't think it's more likely to be the Ethereum foundation than anyone else.
