This is misleading. You should know better. Vitalik was talking about the protocol automatically deleting attackers' deposits. If the Ethereum devs wanted to create a centralized proof-of-stake system, they wouldn't be developing Casper in the first place; they could simply use checkpoints like existing PoS currencies.
