The point is to distract people's attention from the most relevant thing in the picture, could be food, gadgets, bumbum, money, something you just bought etc to something irrelevant in the picture
This boy is undoubtedly the cutest boy in the world. Look at that smile! Those eyes and the cute little hairs on his head.
Now look at the boy again. Do you notice that there is a lady holding him?
