Maturity in a policy

While one problem should require a policy to solve the problem, however, it should have certain qualities in order to appear a policy in one problem, especially must have the nature of maturity and generosity due to the existence of these traits then all problems can be solved,detected and has a feature that the image is one example that shows if not mature enough then the problem also can not be overcome krn the cat is still a child and have not had a special way to catch the prey.
