If such funds can be managed properly, it is likely that in the future some villages incorporated in the enterprise will get a regular source of income from the business.

Menghidupkan Ekonomi Rakyat dengan Dana Desa

Pada Kamis (3/5/2017) Badan Usaha Milik Gampong milik sejumlah desa di Kecamatan Syamtalira Bayu Kabupaten Aceh Utara, Aceh –Indonesia diresmikan. Kenapa milik sejumah desa, karena belum semua desa di kecamatan itu bergabung dalam badan usaha tersebut. Namun, badan usaha milik desa itu suda memiliki modal awal Rp 1,8 miliar dari sejumlah desa yang suda bergabung.
Pendirian badan usaha milik gampong bersama ini terobosan baru untuk Aceh. Karena belum ada badan usaha milik bersama yang sudah berhasil didirikan untuk tingkat kecamatan. Karena selama ini badan usaha yang didirikan selama bergulirnya dana desa untuk tingkat desa saja. Sedangkan untuk tingkat kecamatan sepertinya belum ada yang mendirikan.

Rp 1,8 miliar terbilang modal besar untuk sejumlah desa. Artinya ada banyak jenis usaha yang dapat dilakukan untuk menghasilkan keuntungan untuk pendapatan atau sumber Pendapatan asli gampong. Jika dana sebesar itu dapat dikelola dengan baik, besar kemungkinan ke depan sejumlah desa yang tergabung dalam badan usaha tersebut akan mendapatkan sumber pendapatan rutin dari usaha tersebut.
Lalu jenis usaha apa yang dapat dikelola? Mari kita lihat persoalan yang sering dihadapi aparat dan masyarakat selama ini. Stok semen selama ini selalu langka, bahkan kosong ketika sudah mulai realisasi dana desa. Lalu harga sejumlah barang bangunan lainnya, seperti besi dan barang bangunan lainnya.

Akibatnya pembangunan menjadi terhambat karena stok kebutuhan tak tersedia. Selain itu, biaya untuk merealisasikan proyek desa itu juga membengkak, karena harga barang naik, sehingga harus merevisi rincian anggara biaya. Ini jelas menghambat pembangunan.
Persoalan ke dua yang sering dihadapi masyarakat desa adalah terjadi kelangkaan sejumlah jenis pupuk, seperti urea, pupuk phosphor, NPK dan jenis pupuk lainnya. Eksesnya, masa turun ke sawah, sering tertunda, masa penanaman juga sering tertunda, dan bahkan produksi padi tidak maksimal.

Persoalan ini sudah berulang setiap kali turun ke sawah. Bahkan sampai sekarang belum solusi konkrit dari pemerintah terhadap persoalan itu. Kehadiran BUMG tersebut, bukan hanya bisa menjadi solusi terhadap persoalan tersebut, sehingga kedepan masyarakat dan aparatur desa tidak kesulitan dalam memperoleh bahan bangunan untuk merealisasikan dana desa dan juga dapat membantu masyarakat untuk memperoleh pupuk bersubsidi.

Masyarakat tidak kesulitan lagi nantinya untuk mendapatkan pupuk. Selain itu, juga sudah pasti akan mendapatkan keuntungan yang terukur. Selai itu memudahkan pengawasan terhadap badan usaha milik gampong tersebut.
Selain itu diharapkan kehadiran badan usaha itu juga dapat menampung hasil pertanian dengan harga standar, misalnya padi, atau pinang, cokelat dan komoditas lainnya, sehingga masyarakat tak kesulitan memasarkan hasil panen. Selain itu memberikan akses kepada masyarakat untuk dapat mengembangkan usaha rumah tangga seperti pembuatan kue dan jenis home industry lainnya. (*)
