EOSCalifornia.org an EOSDAC based Proposal system with Steem Powered Social Protocal

I hope to create a very detailed Blockchain plan worthy of an entire state. Block producer Candidacy can emerge as a possible outcome but that may not necessarily be our primary goal. State and private funding can dwarf any potential Block producer rewards and the growth of EOS in California's technology, media and agriculture sectors is inevitable. EOSCalifornia.org will have a white paper to display existing tools the State of California can peruse and a proposal system based on EOSDAC for organizing users and funding.

An EOSDAC based DAc for SAND token shall be created with the help of @eosdac .
