We still have a temporary constitution in place at the moment.
If you look at article XX, it states that this constitution is not the final version and a referendum within 90 days will elect an agreed upon version.
The referendum voting tool is being developed as we speak and we (EOS holders) will get a chance to vote on which proposed version we want to us :-).
