How Casper prevent the hard fork like ETH vs ETC?

When that happened, miners have to choose which one they will go with, because you can't mine ETH and ETC at the same time with your hardware. But in POS situation, people can just simply own both, instant double the value.

This has been bother me, I can't find the answer online. Let me know what do you think? Thanks!
