Not like Ethereum. It is a complete networking solution. Think back when other languages were used besides just HTML. More recently JavaScript "married" HTML becoming the one dominant scripting languages for the Internet. It is my opinion that this is the vision for EOS, not as the only blockchain but the one that underlies everything. Bitcoin would be like gold and Eth like Google play.

Even at the moment, EOS is an undelying platform that other projects are running on. While Eth claims to be an ecosystem, it appears that EOS actually is. Instead of eth dApps, EOS projects appear to be pieces of a puzzle to replace our current Internet network.

But who knows what it will really turn into.
