I remember Dan or perhaps it was his father, Stan saying something like they were trying to approach the optimum numbers for human beings to effectively interact with each other, going back to towns and villages over the range of history, etc.
They have been wrestling with this matter as long as anybody, going back at least to BitShares, STEEM and now EOS. Scaling, security and decentralization with speed and effectiveness. ...but what other reason...?

There's this issue of the Dunbar number which is maxed out at about 200. Beyond that, hierarchy is necessary for efficient control. Dan also said that if more than 7 BP's get replaced at a time, byzantine failure becomes possible (that means that consensus is broken). So BP's do more than just validate transactions.
I was watching a video of @dan interacting with the other block producers and it seemed a little bit like herding cats. Nobody in charge of how to resolve issues such as freezing a segment of accounts that were hacked and lack of a judicial authority meant that EOS New York took an action to freeze, but because they weren't sure it was a "legal" move yet (the constitution hasn't been ratified yet), they essentially set up a lawsuit against themselves.
This system is quite alien to anything else we've ever seen.

Yes, herding cats -- of course it appears messy, very messy. But then Chaos is actually perfect order, isn't it?
Our hope is (I suppose) that a kind of bottom up leadership will emerge, and spontaneous Right Action will be possible. We are establishing a Private Law Society without borders, there has to be a little confusion in the beginning as we strive to live our ideals and don't mind the FUD.
