we can implement it in a slab model, if ram is consumed by 10% then ram fee should be 1%, if it crosses 20%, ram fee should be 2%. it continuous for every 10%, so that the speculators maintain the price at lower but still gain in ram speculation. this makes win-win situation for both speculators and dapp devlopers
Now, here the RAM would actually be not used bcoz of fee based on consumption.
Probably, it should be other way round.
If someone doesn't use RAM and just holds it, then a penalty would be charged.
