Recently, due to the large increase in CPU staked, many accounts have been deactivated, and a large number of accounts whose CPU usage is greater than the total amount of CPUs of the account (e.g., overruns have occurred), and thus no operations can be performed.

PART 1 CPU is not enough for the EOS accounts?

Why is it overrun occurred? Is the CPU not enough to use? Before answering these questions, we need to understand the EOS transfer principle and the two types of resources that EOS currently provides: RAM (purchased resources), CPU and NET (collateralized resources).

For example, there are currently 100,000 EOS mortgages on the entire network for CPU usage, and you lock (stake) 10,000 EOSs on CPU resources, then you can use 10% of all CPU resources on the entire network.

It can come to a conclusion that the EOS of the whole network is increased, and the user's CPU usage is rapidly reduced. When the user operates several times, the available CPU can be reduced to 0%, and the user account will be inactivated. In order to solve the problem of account deactivation, it will increase the mortgage amount of the whole network CPU further, reduce the CPU usage of the account further, and thus more accounts are inactivated, so this is a vicious circle.

That is to say, the user cannot determine how many CPUs he will have in the future. DAPP developers cannot estimate CPU costs, either. This is an urgent problem for both individuals and DAPP developers;
(2) Unlike RAM, CPU doesn’t have a built-in exchange, and the CPU consumed has a clearing mechanism, so the buy-and-sale process is certainly not so smooth. However, the market is sensitive. When the price of the CPU reaches a certain level, there may be some market. It may be the rental market, it may be the futures market. We are still exploring and observing.
But the CPU rental business may be the first to get started, because according to the design of EOS, your CPU can be leased to others (such as developers or other users) to charge EOS rent. In this case, your EOS is your own, but Still able to get extra income by collecting rent. In addition, BM recently revealed in the EOS official group that it will create a CPU rental market, allowing trading authorization, all conditions will point the development direction of the CPU to the rental market in the short term.
