There is no way to enforce this on the code, right? BP will have to pay user anyway for renting their EOS it will be hard to differentiate. It is important to discuss how we can increase participation by token holders to strengthen governance.

Sort:  

Ricardian contract -> hash included in every transaction. Arbitration is the only way to enforce, not through code. Not sure what you're referring to with "pay user anyway for renting their EOS". Can you elaborate?
