EOS Smart Contract System for HELEOS for replacing Income Tax with consensus based inflation for Funding of infrastructure Projects and dash style proposal system for allocating city/state/federal resources.

As an EOS Smart Contract proposal System, HELEOS will find one of its uses in allowing city governments to cut and eventually replace all local taxes with consensus based inflation for infrastructure projects, much like how dash uses consensus based inflation that masternodes vote on, to fund or not fund proposals offered by other Dash users with stake. Eventually even the Zoning Law blockchain will emerge so many bureaucracies formerly run by the government will now be run by DAO's which will replace printing press with Crypto faucet, income tax will also be replaced with funds taken from a faucet, DPOS inflation via consensus will allow money to be created in a controlled fashion like a Crypto Bond, where money is created to pay for infrastructure projects and these tokens can be traded freely on a free market like government bonds. We can approach city councils and see if they'd like to cut costs on proposal system by monetizing it online with EOS and attracting A LOT of investors from all over the world after we show our city to be intelligent and efficient! We can literally cut taxes to nothing if we replace local taxes with an inflation based token that uses delegated proof of stake to fund new city projects infrastructure projects funded by a blockchain ICO that everyone in the city can buy and they can also allow the city to accept it for things like Traffic tickets and fines for the court house etc allowing the city to simply depend on and replace its bureaucracy with a DAO (Decentralized Autonomous Organizations) Eventually we scale this up from local to state and eventually to Federal and we replace an entire nation's income tax with consensus based inflation ....

We can have HELEOS an EOS Smart Contract with a self funding proposal system like DASH. We take the governance of dash with its proposal system where some Dash is minted by Master Nodes who have to hold a very large amount of Dash just to pay for ideas to help and upgrade and promote Dash, but then THAT small amount of consensus based inflation is all controlled and allows inflation to happen at a predetermined controlled rate which the market can price in ahead of time. This allows for the most amazing phenomenon to happen in dash, a self funding governance! Proposals can be made by anyone with a certain amount of dash, and voted on to fund or not by the large stake holders! This way you have incentives to vote on proposals that help make Dash more expensive and useful and more valuable! This Includes one proposal i saw recently called Dash4Nigeria which was simply to spread Dash through Nigeria and tens of thousands of dollars I believe $34K is set to be given to Nigerians using DASH ...and they have almost gotten their proposal funded!

All West African Nations can UNITE under STEEM cryptocurrency and have ONE common denominator which to conduct business and trade and it shall become the African Union Currency! It can be like the Gold Backed AFrican Currency that Gadaffi in Libya had proposed as the currency for the African Union, but we can do this in a decentralized way, and I just believe there is so much money to be made in Africa,m TRILLIONS of US dollars worth of profits can be had organizing the resource rich nations of the African Continent with Steem, EOS, even Golos! (Golos can be for AFRICA and not just Russia! ) This Dash4Nigeria Project would basically give $34,000 USD worth of DASH crypto currency to a group of Nigerian CryptoCurrency People in Lagos who are going to run a masternode, open a local dash exchange, run a Dash School, ( beating @mughat and I to the Goal of making a Crypto School in Africa using Steem ) Also these people in Lagos can simply go around giving a small portion of this Dash away to small businesses and even random tech savvy people and this would be great for Das and add millions of new users to the already fast growing userbase.

Eventually Nigerians would all realize that Dash is as GOOD as bitcoin as they can EXCHANGE The Dash FOR Bitcoin (or even TETHER which is a better alternative than western union for sending US dollars around the world! Actually since Walmart has Walmart to Walmart money transfer why not use Starbucks and Steem backed dollars as a sort of transnational western union or moneygram system, there is a starbucks in every city almost, use them ad their cash registers and a Steem based system for settlements to allow a customer at one starbucks in one country send money to be picked up later or instantly at another any other Starbucks in another country around the world! Replace Starbucks with any other chain like McDonald or anything that is popular everywhere ) (Soon on Steem itself) but even on @Openledger or @bittrex or even poloniex or many other exchanges on can exchange Dash for Bitcoin and then use any number or Bitcoin to Fiat exchanges to turn Bitcoin into Fiat,.. So You see This program that Dash is using to allow Dash lovers around the world to cooperate and add value, by proposing that they are GIVEN some Dash to then PROMOTE and use it to Advertise FOR Dash in their local country, that $34,000 could end up creating Thousands of investors for Dash that add MILLIONS possibly BILLIONS to the marketcap!

The same service of making a token popular in Africa can be done for Steem if a @utopian-io proposal for allocating a budget for spreading steem through Ghana is made by @tj4real @mcsamm @richforever @kwakumax @anaman and other steem team Ghana members... they can make a special Post all about their plan to pay for advertising in Ghana to spread Steem brand and propose that people upvote their post to help fund their group that simply spreads steem throughout Ghana through paid advertising with the desired result of having tens of millions of people all adopt steem as their preferred payment method. @tj4real and his friends have already proven their trustworthiness to me and many others as I have sent him SBD for T shirts for example and he brought results very fast and showed evidence of the Steem T shirts made and branded so we can trust him and @richfoeever and @mcsamm to take a budget and allocate the funds appropriately to promote Steem in their local areas. Serious advertising proposals like this (that also involve creating Steem School) could potentially add an entire west African nation to steemit which could add more users to steem than we currently have now! (we currently have around half a million accounts and a small fraction of just one small African nation like Ghana or Nigeria could add 10-20 million new users in a VERY short time period!

We can end up with Steem housing this system like @jerrybanfield proposed but for Heleos (EOS smart contract proposal system like dash) So Imagine when we have EOS smart contract that creates some tokens that are only used to fund projects which have to be completed with steps which are voted on by the community using a DPOS steem based system, which will even allow people to BUY an Upvote USING Steem or SBD using our tool which will automatically accept the Steem or SBD and automatically exchange it for HELIOS tokens and then use THOSE to buy an upvote using a @Booster type system ... sorry for the long explanations but I just think we could really do well with a Dash style proposal system where stakeholders vote to allocate newly mined tokens to go to Blockchain Infrastructure projects to pave the way for new users en mass.

instead of Basic Income via inflation based consensus just allow people to use consensus based inflation (Like steem and its reward pool, filled by an agreement between all the witnesses who are all voted on by the stakeholders (Steempower holders) Imagine if cities could locally just setup Ackza and @mughat 's HEL-EOS smart contracts to replace taxes, u do what Alexander the great did and replace income tax with mining and conquest, our conquest is just cyberspace, and we conquer things like cloud storage with EOS storage we conquer the world of zoning laws and of city council meetings, we do a Dash style Proposal system... that proposal system REPLACES current proposal protocols in small towns to big cities, when the city wants to hear proposals the stake holders are simply elected in, and are given the keys to vote on these issues as if they were Dash Masternode key holders about to vote on a Dash proposal.. remember a small percentage of Dash that is Mined or "Minted" (like mining coins but on proof of stake they call it Minting when in reality its all just Block Signing like you educated me on today) but that minting of these coins in dash is done via consensus controlled inflation where all dash stake holders agree to expand the supply of dash JUST enough to literally just pay for infrastructure projects FOR dash itself! SO imagine if city councils Adopt this to pay for THEIR local infrastructure OOOHWEEE

Look ....people don't need Universal Basic income... they just need Basic Universal WORK :D hah l i think EVERYONE will start to agree that if there IS work u can do to make MORE than u need to eat and pay rent ... than that is petty nice... and then no one can complain about not having work as long as you have some sort of internet access and the ability to save up the $50 you might need to buy an android smartphone, then you will have the opportunity to make some money! We are building the BEST future!

Maybe we can call this EOS proposal driven blockchain for local government's ETHEOS ... I remember @mughat wanted HELEOS to simply be the Dash proposal style system for EOS, where new EOS smart contracts and ICOs are funded by allowing actual EOS stakeholders to VOTE on new projects and allocate funds from cryptocurrency created through proof of stake... and my idea of mixing in a local city council might be seen as not necessary. But I believe a local city or county government would benefit greatly from having a system to decide what projects to allocate funds to and have stakeholders discuss it in a steem style forum where top ideas are voted to the top, and some upvotes are worth more than others depending on how much stake you have! And the representatives who are voted in can then take control of the keys, so maybe it can be called the Key's to the City, maybe it can be some multi sig wallet where every council person has to agree to generate new tokens which can be used to pay for new projects.

I have been making posts about the need for Tai Lopez fr a while, and as soon as tai Lopez mentioned Steem @elgeko had told me that EOS was trading over $2.40 on Bitfinex :D I Do believe EOS is one of the BEST investments I have ever made or at least which I am making the mist money with so far! I just wish I had more money to invest in it!
