    I thought we learned that in 3rd grade.....is it just now reaching the adult brain of policy makers or people of South Florida?

    Maybe all the pollutants in the water has stunted nerve impulses too.

    But asside from the sarcasm. That IS an improvement. Hopefully one of many in caring for this world we live in!
