We had a similar system in one of my University's buildings. It has about 25 floors and thousands of people go there every day. There were 3 huge elevators, all operated by monitors outside. You just put in your floor and the system told you which elevator to go to. No buttons inside the elevator other than one for emergencies. It was really good.
