On August 23, 1944, Hitler issued a communication to Field Marshal Walther Model and von Choltitz urging that Paris be held at all costs. Hitler declared that if Paris could not be held, it should be turned into a field of ruins.

The Allies were soon approaching Paris. Hitler believed that if he couldn't enjoy Paris, no one else would.

Von Choltitz tucked the order in his pocket and revealed it to no one else. He also did not issue any instructions to enforce it.

Von Choltitz later discovered that Model's headquarters had received Hitler's instruction but had not passed it on. They followed in his footsteps. His team had discovered it on the network and delivered it to him. Some Germans in France agreed with von Choltitz and Speidel that Paris should not be turned into a wasteland.
