The Concept of Juvenile Delinquency

Basically juvenile delinquency refers to a form of adolescent behavior that is not in accordance with the norms that live in the community. Kartini Kartono (2010,93) said the naughty teenager was also called as a social disabled child. They suffer from mental disabilities caused by the social influences that exist in society, so their behavior is judged by society as a disorder and is called "mischief." In Bakolak Inpres no: 6/1977 handbook 8, it is said that juvenile delinquency is behavioral disorder or adolescent actions that are anti social, violate social norms, religion and law provisions in society.
Sarwono, W. Sarlito (2010,19), said that in terms of juvenile delinquency law classified in two groups related to legal norms are: (1) delinquency that is immoral and social and not delivered in law so that can not or difficult to classify as a violation of law; (2) delinquency which is unlawful to the settlement in accordance with the law and applicable law is the same as unlawful conduct if committed by an adult. According to its form, Sunarwiyati S (1985) divides juvenile delinquency into three levels; (1) ordinary misbehavior, like fighting, wandering around school, going from home without saying goodbye (2) delinquency leading to violations and crimes such as driving a vehicle without a driver's license, taking parental items without permission (3) special misbehavior such as abuse narcotics, extramarital sex, rape. The above categories are used as the size of juvenile delinquency in the study.

About normal or not misbehavior or deviant behavior, once described in Emile Durkheim's thought. That deviant or evil behavior if within certain limits is considered a normal social fact in his book "Rules of Sociological Method" within certain delinquency boundaries is normal because it is impossible to completely erase it, so behavior is said to be normal as long as it does not cause anxiety in society, the behavior takes place within certain limits and looks at something unintentional. Thus, the opposite of normal behavior is the behavior of naughty or evil that is the intentional behavior of leaving anxiety to the community.
All that because teens are now mentally easy to go down, common sense and long thoughts were not used. They are only concerned with their own interests or groups or obey the emotions or also rely on muscle only, such as brawl between students with students and eventually they are consequently heavy for families, communities, even countries though.
The situation is exacerbated by the beginnings of western culture which begin to cover the polite east culture, and through the mass media, such as newspapers or magazines, and electronic media, such as television or the internet.
Especially in the era of modernization and globalization of this, the information is increasingly spread throughout the world. Eastern and Indonesian cultures began to be abandoned and only considered ancient. More and more children who have no manners and manners towards friends, even against parents.
All these problems will cause the image of teenagers to be bad in the eyes of ordinary people. We as teenagers whose role as the successor to the glory of the Indonesian nation, should be shy and dare to twist with the things that are useful for the nation, religion, and state.
