But you could have a violent coercive Government that could try by:

• Stealing from productive people and giving it to the lazy (thus the lazy will become lazier and the productive will become lazy too)
• Dumbing down the population (thus the dumb person remains dumb and the smart one gets dumb too)
  .... and so on.

You don't have to be a rocket scientist to figure out what the consequences of that are:

• Short term: Chaos
• Long term: extinction of Humanity
