I think 5% is a good absolute maximum (on extremely long term holding) to avoid devaluing a token / share / coin / etc. Anything over that, and markets will likely correct the imbalance because folks who lack strength to hold (for whatever reason it may be) would be willing to part more easily with their holdings (and savvy holders know it).
