The port is strategically important for China for several reasons. First, it offers China's navy a convenient base of operations near the Strait of Hormuz. Its development was originally proposed for naval purposes, and China is already contributing military resources for the port’s security needs. Second, it is the project cargo port for the construction of CPEC. And third – perhaps most important of all – it may become the receiving terminal for a one million bpd oil pipeline that would run across Pakistan into western China. If built, the pipeline would allow China to bypass the Strait of Malacca for a significant fraction of its Middle Eastern crude imports.
The controversial issue here is that Jawadar's economic power threatens Dubai's strategic influence in the region. This critical point has recently caused a silent economic war in the Gulf of Oman between two groups of countries, Pakistan, China and Qatar on the one hand, and India and the United Arab Emirates on the other.
Dubai is located on the southeastern coast of the Arabian Gulf. The largest and most populous city in the UAE. Dubai has invested in infrastructure to overcome its poor natural resources and has become a global hub for trade, finance and tourism. Dubai has emerged as a multicultural city, attracting millions of tourists and businessmen from around the world each year.
Dubai's main revenue comes from tourism, aviation, real estate and financial services. Large-scale construction projects - famous skyscrapers and sporting events - are other means of income in Dubai. Burj Khalifa, the tallest tower in the world, is located in this emirate.
It is clear that the region where Dubai is located can offer a distinct geographic advantage to companies. There are two main commercial ports in Dubai, Port Rashid and Jebel Ali Port. The latter is the world's largest man-made port and the largest port in the Middle East. Dubai is home to more than 5,000 companies from 120 countries.
However, Gwadar Port is a serious competitor to Dubai. The Gwadar port has a strategic location that gives China and Central Asia access to the Gulf and Middle East region. Port Gwadar will become the main maritime gateway to Central Asia. It will also be easier to send products from Xinjiang and Central Asian countries to other regions.
On April 10, 2016, Zhang Baozhong, chairman of China Overseas Ports Company, said his company could spend a total of $ 4.5 billion on roads, energy, hotels and other infrastructure in the Gwadar industrial zone. He said the company also plans to build an international airport and a power plant in Gwadar.
The Dubai Investment Forum, which aims to attract local and international investors, will be held in October under the patronage of Dubai Crown Prince Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum. This forum is crucial to the future of Dubai, and will continue to be developed in the presence of a strong competitor now called Jawadar.
India is another major player in this regional battle. India's Chapphar port is another rival, moving about 72 kilometers from the Pakistani port. Both India and Pakistan have tried to undermine each other in the region, and port development must add to this hostility.
America's relations with India should also be seen in this context. Recent agreements between the United States and India confirm the fact that China's rise has created a threat to the regional balance of power. The United States is also concerned about the rise of China's economic power in the region. Dr. Ahmed Al Banna, UAE Ambassador to India, said that China's investment in the expansion of Gwadar port in Pakistan would have a negative impact on the interests of the UAE.
Qatari officials recognize the importance of Jawadar as a major player in the region and plan to invest 15% of the value of the China-Pakistan Economic Corridor, a set of infrastructure projects under construction across Pakistan, adding to pressure on Dubai and the UAE, And increases the rivalry between Qatar and the UAE.
