I was testing the Neb Seni, And I found that increased speed has no effect on the hand being played. I was quite disappointed but relieved as I was preparing to purchase more.
Then I read that summoners have no buff or debuff.

Sigh . . .

      haha - yea no buffs or debuffs in this conflict, but Neb Seni is going to be NASTy with that +1 speed!
