I don't know if I agree with your second point because most of the time I read the manga after I have watched the anime... but the manga is better.
A lot of Shouwa Genroku Rakugo Shinjuu's comedy was lost in translation. Part of the reason it wasn't popular here.
Personally, I just felt it was a boring period drama more suited to be a live action.
