I've resteemed other users content but I don't like how it displays in my feed. I'd rather see it be more like retweeting on Twitter, where you can add something relevant as to why you are resteeming the content.
I agree that it could be improved. I imagine it will be in the future. But I’ve thought the exact same thing before when resteeming.
