As I said in the video, you won't always get an engram that is higher than your own level, in part because of the bonus you receive from the season, plus that's not how Bungie works. HOWEVER it is a great way to get your level up to 950 somewhat fast by using upgrade modules to increase the level threshold engrams drop at.
