I'm very skeptical about Maduro's (or any) government to implement a sound cryptocurrency for the benefit of the people, and detrimental to state control.
My guess would be that this petrocoin is meant to justify the massive buying of mining equipment, and then they'll just mine Bitcoin. That's what I would do.
