Because dtube is new and the majority of the community isn't aware of how many people are posting and profiting from stolen content.
Some accounts have been caught though, I found one today that has a -7 rep.... Didn't even know it could go that low.

Also, explain the mechanics of how one is not the same to the other where as both host differently for content, both can provide copyrighted content and both monetize. One though ads, the other with a crypto currency not recognized as money in legal pretext.

I just dont see 30$ of steem as a big deal, the payouts are a secondary thing . the primary idea of @cartoontv is to have these classic cartoons accessible by everyone and stored permanently on the blockchain, . Steemit is a social networking site, not a site to make money off of I am sharing cartoons the same way i would in a facebok group, the difference is the "ad" revenue goes to making more cartoons available and accessible
