it does seem like they said one thing and then backed off as people just miss took the meaning of it.

From how I gather it they are just banning markets that deal with ICOs and pretty much saying you need to remove these ICO coings.

I honestly do not believe it has anything to do with the core currencies such as bitcoin, ethereum, litecoin etc. It would be madness if it did.
