Isn't it high time that Russia and China, the normal non NATO permanent members of the UNSC, call on investigating the OPCW or threaten to boycott it completely and urge other members to do so until the agency is cleaned out cleared? It's tasked with one of the most serious missions on the planet and the least failure in that causes considerable human lives directly and consequently as been evident in the cases of Syria and Iraq, of what we know.
