There have been some changes, true. But yes, this is for old and new delegators alike.

So as it states, if you choose to remain...:

If you choose remain a delegator, you will be receiving 5 STORS SMT tokens per SP delegated (upon SMT protocol release, immediately to your SMT wallets).
