Interestingly, some of the serious, hard science studies done in the past on regeneration have shown that a significant source of ENERGY is need to made to flow through the area or organ. This is why it's interesting that Mr. Pastor mentions that China will be providing some infrastructure for this, as energy healing is a PRIMARY element of Traditional Chinese Medicine (TCM), and so the Chinese would likely been keen to this type of research and its applications. There is also another "fringe" theory out there (which actually sounds plausible) thar there is "black ops" technology which already exists whichis essentially a high-resolution projection machine which projects the genetic information onto a stage where an organ is to be regenerated, and then energy is applied to this "template". The implied issue here is that we currently simply do not have enough genetic information in an amputated arm to be able to provide the proper "scaffolding" to regrow it. It's an interesting idea, and considering our CURRENT mainstream technology I think it is possible and desireable, as opposed to the current options available.
