Yes, Spain is getting even worst than Germany, in the 90s almost everything was allowed, and now after many years of regulations and more regulations almost nothing is allowed.
I think the rules for drones in Spain are don't fly over populated areas or beaches, that leaves you only with the countryside to fly. The problem is that local authorities can also forbid things, so that maybe Barcelona is even worst if they make their own more restrictive local regulation.
