That was a name for these pain in the ass sheets of polka dots you could manually cut and paste onto stuff. They look cool on the original artwork but suuuuuucked to use. Ooohh! I know them because Japanese manga used them a lot as well. I forgot what they’re called over there... Letra I think. It’s handy now that we can make them easily with computer :D.
