The payout threshold is $0.02, not $0.03.
And there is @dustbunny, who take care of people's dust for free.
But I still think that the Steem blockchain should get rid of the payout threshold.
$0.01 or even less amounts can really help redfish/plankton (and even minnow) users in the long term. And people would upvote comments more often.
Oh. When I found Dust Sweeper last year their blog said it was 3 cents.
