I wouldn’t say scam, but most of the upvotes are from accounts that don’t have enough Steem Power to bother with. I’d say it was a waste of time and energy.
The best thing to do is work on improving your network of friends here, produce quality articles, and so forth.
I post entries in a Food Fight Friday competition. They use the #fff hashtag. All you have to do is on a Friday make a post about some food that you have cooked or surrounding food.
They are great people.
I also know that there are people than can give $15 upvotes if you make quality posts of at least 450 -550 words, use paragraphs, and inject some personality into what you are writing.
They have inspired me to do a whole lot more on the block-chain this year.

I haven't noticed an upvote so I do not know in which way they do it. Most of their info is 2 years old except ffor the update but never a response.
I will have a look at #fff perhaps it is something I can join although I hardly eat, cook and bake these days.

It’s a free and easy competition. My last entry, my recent post, was just some pizza someone ordered by someone else, but it was about a local Steem meeting.

I made it to payday so I can breathe a bit better. I am going to be doing a whole lot better this year. More socialising, more planning, more interaction here on Steem and hopefully go dolphin.

Perhaps you can join and write down these targets + how you are going to achieve them.
