it depends on how you look at it.
a decade is a set of 10 years.
a decade could be from the year 1992 to 2002 ... that's a decade...
any set of 10 years is a decade... the "new" decade is all in how you look at it.
i personally see more significance in the fact that it's now the beginning of the 20's, so I consider this a change of decade.
