Mount Everest (Sagarmath in Nepali, Chomolungma in Tebatan) is the highest peak in the world. It is a dream of every mountaineer to reach its summit and walk triumphantly before the world.

Its 8848 mtr high summit is very difficult to climb. Many people die every year in trying to conquer this mountain peak of the Himalayas but, only a few get success. However, technology has made it considerably possible for the climbers to easily conquer this mountain and come down alive and intact.
This ease of doing climbing has harmed this mountain as well. It has gotten overcrowded and the climbers also left trash and waste there. It has become a very big problem as the cold climate doesn't let climbers' faecs to degrade. Recently, about 10 mountaineers died because the summit was overcrowded and they could not reach down the mountain top before they exhausted their energy.
In this situation, to keep Everest neat and clean, should authorities mull over to frame a rule that no climbers should be allowed to go for the expedition to conquer mount Everest if he/she has already done it?

No. People, who behave properly should (and probably will) have the right to go there multiple times.
People, who left trash and waste there should be warned first (once or twice), then if they continue doing that, then they should be banned from climbing Mount Everest again (at least for a few years).
Maybe the first warning should be only verbal.
The second warning should come with a fine to pay.
For example the climber should pay a given amount of money (for example $1000 USD) for repeatedly leaving trash/waste/garbage on Mount Everest.
Nowadays the trash/waste/garbage is really a big problem for the mountain.
According to Wikipedia, "In February 2019, due to the mounting waste problem, China closed the base camp on its side of Everest to visitors without climbing permits. Tourists are allowed to go as far as the Rongbuk Monastery."
"In April 2019, the Solukhumbu district's Khumbu Pasanglhamu Rural Municipality launched a campaign to collect nearly 10,000 kg of garbage from Everest."
The authorities should also limit the maximum number of people on the mountain in a given time to avoid the overcrowdedness of the mountain, and to provide more safety for the climbers.
I think that this would be reasonable.

But there is definitely a huge problem. At least charge more for cleaning up the place.
