There we go! Finally another moderator. I suggest to take a look at #moderation #moderator #moderators #moderated which are appropriate tags to post these under. I have some interesting posts under these tags with systems that could help all moderators be more efficient and make all moderators money for their work. Go check it out :)

Anyone who wants the job and acts on it.
Sometime is difficult to enforce the rule. Need to program cross checks with the tag line and the story body doesn't good enough to prevent it. Posting more stories about it will bring more attention to it and solution will come.

The problem in my opinion.... it brings nothing as long the mass is not doing it. I think the ratio when tag-spam is 2 flags to 300 upvotes.... thats the problem here.
The mass doesn't need to do it. A dolphin has enough voting power to down vote 100 minnows.

I agree with you that the system needs to be fixed. This could be as simple as better filtering for the user. Like my browse by first tag idea. https://steemit.com/steemit/@neoxian/feature-request-browse-by-first-tag . There's plenty of other things that could be done for sure. The few of us that bother to curate are not really enough.
yeah... I wrote it in my post - the most easy temporary fix would be that the tags are visible to public. When people see that someone post it in 20 topics they would also not upvote them in that masses. I have to read your post now.... great I meet you here :-)
