No point in withdrawing votes cause you don't get your voting power back.
Do they risk being flagged for it?
Yes, if there is a way to make some services immune to flags on the blockchain level it would be cool but we could just hope they won't be used for it or the shop can take an extra % fee for the cases they do like some shops add a % to prices depending on last years shoplifting, etc.
