I think that it would be easier to set up a second account to trail for those with less SP than the cut-off for your current group, break the group down into different tiers like you have for the larger group, and work around the concept that right now it takes a 164 SP, 100% strength 100% weight vote to do a 0.02 STU vote.
So a group of 11 plankton with 15 SP could vote on each other in a circle if prices stay here or go higher and retain voting power if they vote slightly less than once a day on each member, and extra VP from higher tiers could buffer it against turning into dust votes.
There should be a lead account with low SP, everyone else follows that with 0 to some delay depending on the time of the original vote, and an anchor or anchors at the end can follow the first account on steemauto but have a delay to the vote allowing the rest to potentially pile in beforehand for at least some chance at curation rewards.
This is definitely a better idea for planktons than any attempt to delegate because the payouts from any bot etc. would round down to 0 and they wouldn't have any spare SP to actually use the blockchain with because of bandwidth limits, so I hope it works out.
